Global giants like Adani Group and Saudi Aramco, who have already shown interest in the Indian fuel market, are expected to be key beneficiaries of this policy change.<br>Detailed News:<br>The Ministry of Petroleum and Natural Gas has constituted an expert committee to review the existing guidelines for granting authorization to market transportation fuels. The committee&#8217;s mandate is to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">Assess the effectiveness of the 2019 framework in ensuring energy security and market efficiency.<\/li>\n\n\n\n<li class=\"\">Align the policy framework with national commitments towards decarbonization, electric mobility, and the promotion of alternative fuels.<\/li>\n\n\n\n<li class=\"\">Address other related issues.<br>The 2019 Liberalization and What&#8217;s Next:<br>The current policy, which was liberalized in 2019, already made it easier for non-oil companies to enter the fuel retail business. Prior to that, a company had to commit to investing at least \u20b92,000 crore in hydrocarbon exploration, refining, or pipelines to obtain a license.<br>The 2019 rules relaxed this significantly, allowing any entity with a net worth of \u20b9250 crore to get a license to sell petrol and diesel to either retail or bulk consumers. The net worth requirement was set at \u20b9500 crore for those seeking authorization for both retail and bulk sales. Additionally, companies were required to set up infrastructure for at least one alternative fuel (such as CNG, LNG, biofuels, or EV charging) within three years of starting operations. They also had to establish a minimum of 100 retail outlets, with 5% of them in rural areas, within five years.<br>The new review aims to build on this, with a view to making the process even smoother and more attractive for a wider range of players.<br>Adani and Aramco&#8217;s Interest:<br>This development is particularly significant for companies like the Adani Group and Saudi Aramco. Adani, in partnership with French energy major TotalEnergies, has already applied for a license to set up a network of petrol pumps. Saudi Aramco has also been in talks to enter the Indian market, which is the world&#8217;s fastest-growing fuel market. The easing of rules could accelerate their plans and lead to a new wave of competition in the sector, which is currently dominated by state-owned oil marketing companies.<br>Public Opinion is Welcome:<br>The government has opened up the review process to the public, inviting comments and suggestions from stakeholders and the general public.
