TEHRAN<\/strong> – Human rights organizations have condemned what they describe as a “mass killing campaign” in Iran, as the number of executions in 2025 has reportedly soared to its highest level in more than a decade. According to the Norway-based NGO Iran Human Rights (IHR), the Islamic Republic has executed at least 1,000 people between January and September 2025, a figure that marks a sharp increase from previous years.<\/p>\n\n\n\n


The report highlights a particularly alarming period in a single week, where 64 executions were recorded, averaging more than nine hangings per day. The data provided by IHR indicates that a majority of the death sentences were carried out for non-lethal offenses, with drug-related crimes accounting for approximately 50% of the total executions. The remaining figures are attributed to murder (43%), security\/political charges (3%), rape (3%), and espionage (1%).<\/p>\n\n\n\n


Legal System and Punishments
Iran’s penal system is a complex mix of Islamic law (Sharia) and civil statutes, which allows for a wide range of capital crimes. The country\u2019s judiciary frequently utilizes vaguely-worded charges that carry the death penalty, a practice that has drawn widespread international criticism.<\/p>\n\n\n\n

Hudud and Tazir: Under Islamic law, Hudud crimes (e.g., adultery, theft) have fixed, severe punishments, though high evidentiary standards often mean they are prosecuted under Tazir, which grants judges more discretion in sentencing.<\/p>\n\n\n\n

“Enmity Against God” and “Corruption on Earth”: The concepts of Moharebeh (“waging war on God”) and Mofsed-e-filarz (“corruption on Earth”) are frequently used against political dissidents and protestors. Rights groups argue that these broad charges are systematically applied to suppress dissent and justify politically-motivated executions.<\/p>\n\n\n\n

Death Penalty and its Application: While international human rights standards dictate that capital punishment should be reserved for the “most serious crimes” (typically involving intentional killing), Iran applies it to a much broader range of offenses. The most common method of execution is hanging.<\/p>\n\n\n\n


Human Rights Concerns and International Reaction<\/strong>.
The surge in executions has intensified international scrutiny of Iran\u2019s human rights record. Critics point to several key concerns:<\/p>\n\n\n\n
