Centre Tightens FCRA Rules: Stricter Curbs on Foreign Contributions.

Major FCRA Organisations Across States and Their Activities

New Delhi: The Ministry of Home Affairs (MHA) has notified new amendments to the Foreign Contribution Regulation Act (FCRA), imposing stricter regulations on non-governmental organisations (NGOs), trusts, and religious and social institutions receiving foreign contributions. The revised rules introduce tighter compliance requirements regarding the utilisation of foreign funds, the definition of religious activities, reporting procedures, accounting practices, and regulatory oversight.

Key Changes

  • A clearer definition of “religious activities” has been introduced.
  • Organisations receiving foreign contributions must provide more detailed disclosures and compliance reports.
  • In cases where an FCRA registration is cancelled or not renewed, assets created using foreign funds may come under the control of an authority appointed by the Central Government.
  • The government has been given greater powers to specify conditions regarding the utilisation period and deployment of foreign contributions.
  • Monitoring has been strengthened in matters relating to national security, public interest, and allegations of religious conversion.
