High Court Amends Order, Directs Petrol Pumps on National Highways to Open Restrooms to Public.

KOCHI – The Kerala High Court has modified its earlier directive on public access to restrooms at petrol pumps, issuing a new order that mandates petrol pump owners on National Highways to open their toilet facilities to the public. The latest ruling provides a clear distinction, limiting the public access mandate to pumps located along major national roads, while those in other areas are exempt.


The High Court’s intervention comes after a previous order had created confusion by broadly stating that restrooms should not be opened to the public. The new ruling, however, clarifies the position, stating that restrooms at pumps on National Highways are to be made accessible to the general public, providing relief to long-distance travellers.


The court also specified a crucial condition under which access can be denied. According to the order, petrol pump owners can only prevent public entry to their restroom facilities if there are genuine security concerns. This provision aims to balance public convenience with the safety and operational requirements of the petrol pumps.


The move is expected to be a significant relief for commuters and travelers, who often find it difficult to locate clean and accessible public restrooms on long journeys.
