KYIV, Ukraine – In a significant move aimed at re-energizing the nation amidst the ongoing Russian invasion, Ukraine has appointed Yulia Svyrydenko, 39, as its new Prime Minister. Her appointment, approved by the Ukrainian parliament with 262 votes, marks the first change in the country’s head of government since the full-scale invasion began in February 2022.
This comes as part of a broader government overhaul proposed by President Volodymyr Zelenskyy, signaling a renewed focus on bolstering defense, streamlining ministries, and redefining international alliances.
Svyrydenko, an experienced economist and technocrat, previously served as Ukraine’s First Deputy Prime Minister and Minister of Economy since November 2021. She succeeds Denys Shmyhal, who held the prime minister’s office for over five years, navigating the country through the COVID-19 pandemic and the initial stages of the war. Shmyhal is now expected to assume the role of Minister of Defense, a crucial position as Ukraine seeks to ramp up domestic weapons production and address challenges within the defense sector.
Strategic Appointment and Priorities:
President Zelenskyy, in a parliamentary address, emphasized the need for a fresh approach in diplomatic relations, particularly with the United States, and improved coordination with Ukraine’s military partners. He also called for a comprehensive audit of all military aid agreements. Svyrydenko’s appointment is seen as a strategic choice given her proven track record in high-level talks with Western partners on economic recovery, reconstruction, and defense issues.
Notably, she played a key role in brokering a minerals deal with the U.S. that was instrumental in strengthening ties between Kyiv and the Trump administration.
Upon her appointment, Svyrydenko affirmed her commitment to swift and decisive action. In a post on X (formerly Twitter), she stated, “War leaves no room for delay. We must act swiftly and decisively. Our priorities for the first six months are clear: reliable supply for the army, expansion of domestic weapons production, and boosting the technological strength of our defense forces.
” She also plans to conduct a full audit of public finances to achieve “real savings,” accelerate large-scale privatizations, and support entrepreneurs to address a projected budget shortfall of approximately $19 billion. Zelenskyy expects her new government to increase the share of Ukrainian-made weapons on the battlefield from 40% to 50% within six months.
Broader Government Reshuffle:
The reshuffle extends beyond the top leadership. Mykhailo Fedorov, the Minister of Digital Transformation, has been promoted to First Deputy Prime Minister, underscoring the government’s continued focus on digitalization. The Ministries of Economy, Environment, and Agriculture are set to be consolidated under Oleksiy Sobolev.
Denys Ulyutin will head a new Ministry focusing on Social Policy, Family, and Unity, while Svitlana Hrynchuk is expected to take over as Energy Minister. Former minister Herman Halushchenko may lead the Justice Ministry.
